Report Withdrawal or Receipt of Nonpunitive Grades
You must submit reports of withdrawal or receipt of nonpunitive grades to VA and if appropriate, you should urge VA students to provide a statement along with supporting evidence to VA that explains any mitigating circumstances for the withdrawal or nonpunitive grade. Under certain circumstances, VA may accept mitigating circumstances for nonpunitive grade assignments.

It helps the student and VA if you attach the student's statement to the VA Form 22-1999b (if not using VA-ONCE) that you submit to VA to document the change in courses.

If you are using VA-ONCE, there is a drop down list of mitigating circumstances. You select the reason from the list as appropriate. If the reason is not in the list, you leave this field blank and place the mitigating circumstance in the Remarks field. You must keep a copy of the original signed statement in the student's file.
